Make the primary action and menu Trigger separate focus stops. Give the menu button an aria-label.

Checklist

• Give the primary action and menu Trigger separate labels that describe their purposes.
• Keep the primary action separate from opening the menu, and make both buttons reachable with the keyboard.
• Return focus to the Trigger when the menu closes. Disabled must prevent both actions.
